The proposed change applies only to public streets.

Private businesses could still refuse service to people not wearing shirts or shoes.

Me thinks that the "quality" of the product that you seek to see will not be on par with your expectations. Remember that you cannot unsee things.

Obviously you haven't been to Spain, Hungary, Poland, etc. in the EU. Every time lunch comes around the women flock to the parks and take it off except the underwear. When it first happened to me in Hungary, I was shocked and had wished that would put it back on. Didn't know women's chests could reach their knees
